New-to-industry (new filling station developments) site and retail license applications are extremely detailed and subject to a whole range of requirements. (Please see our section on "New Developments").

Existing Filling Stations

When the land of an existing filling station is sold to a new owner, the existing site license can be transferred. A specific transfer application is required and must be lodged to the Department of Energy.

When the operating rights of a filling station is sold, the retail license cannot be transferred to the new owner, and a new retail license application is required. Even when the buyer takes over the company or CC from the previous owner, the Petroleum Product Act clearly stipulates that it is regarded as a "change-of-hands" and a new retail license application is required.
